The European Network for Smoking and Tobacco Prevention (ENSP) is an international non-profit making organisation, created in 1997.

ENSP’s mission is to develop a strategy for co-ordinated action among organisations active in tobacco control in Europe by sharing information and experience and through co-ordinated activities and joint projects. ENSP aims to create greater coherence among smoking prevention activities and to promote comprehensive tobacco control policies at both national and European levels.

Cornel Radu-Loghin

Secretary General

With over 20 years of experience in tobacco control at national and international level, Cornel is a former member of the FCA Board of Directors (AT Large post, mandate ends 31 December 2012) and former member of the FCA Executive Committee. Having built and managed grass-root tobacco control organizations at country level, he set up formal national structured coalition: the Romanian Network for Smoking Prevention. Proactively participated in the lobbying and advocating for FCTC ratification and implementation, he has in-depth knowledge of the FCTC (treaty, rules, implementation and monitoring process). With his background in Public Health, he participated in many scientific research studies and co-authored a number of published papers.

Polina Starchenko

Project and Communication Officer

Polina Starchenko is a part of ENSP Secretariat in Brussels, responsible for projects and communications. She holds an MBA degree focused on International Relations from KU University (Leuven, Belgium) and also has a Diploma in Crisis Management and another one in Public Relations (St. Petersburg University). She previously worked for several Brussels-based NGOs in the field of environment and social entrepreneurship. Polina has solid experience in marketing and event organisation combined with a strong interest in public health and social innovation. She is of Russian origin and therefore speaks Russian but also English, Dutch and some French and Turkish.

Karina-Mihaela Mocanu

Communication Assistant

Karina Mocanu is a member of ENSP Secretariat working on communications. Currently finalising her Bachelor studies in Political Science at ULB (Brussels, Belgium), Karina has been actively involved in the work of several European NGOs in the field of diplomacy, communication, media and design.  She is currently the President of the League of Romanian Students Abroad (LSRS) for Belgium. Karina speaks Romanian, English and French.
